RESTRICTIONS further eased from 11.59pm last night as the state hit its 70 per cent double dose vaccination target for Victorians 16 years and over by late this week.

Victoria's 'Roadmap to Deliver the National Plan' has set Victoria on a path with its aim to open while preserving its health system and ensuring Victorians can still get healthcare when needed.

Among easing of restriction changes, in metropolitan Melbourne with the curfew and 15 kilometre travel radius lifted, movement between regional Victoria and metropolitan Melbourne will only be allowed for permitted reasons to ensure Melburnians don't spread the virus further into regional Victoria while the 80 per cent double vaccinated target is pushed.

According to the roadmap, at 80 per cent fully vaccinated at the indicative date of November 5, regional Victoria and Metro Melbourne come together under the same rules.

With last night's ease of restrictions, café, hotel and restaurant patrons must prove they are double dose vaccinated before entering a venue from today, but the new requirement has some Beechworth business operators frustrated from the lack of clear advice.

Receiving three industry communications all giving different advice, frustrated Beechworth Bakery managing director Marty Matassoni said the lack of clear information makes it difficult for businesses to follow rules.

"NSW has been very clear with its information and communication that hasn't changed whereas Victoria keeps changing the rules which has been going on for months," he said.

"We're happy to follow the rules, and keep following them but need the right information with enough time to action them."

The best way to show proof of vaccination is to download your digital certificate via your Mygov account and Medicare app and link it to your Services Victoria app.

When you check into a venue it will automatically register that you are vaccinated.

In response to an enquiry from NEMEDIA the State Government said posters and factsheets detailing strategies for staff on how to engage with customers about the double vax mandate that goes live from today have been distributed across the state.

The material will be sent directly to businesses and distributed by peak industry groups such as the Australian Hotels Association.

The information is part of the response by the Victorian Government in helping staff at businesses cope with the application of the new double vax check–in requirement for patrons attending venues such as cafes, restaurants, hotels and gyms.

A Victorian Government spokesperson has urged customers to follow the directions of businesses they attend.

"We urge all patrons to follow the reasonable directions of businesses and we'll be spreading this message as well as supporting staff to do their job," the spokesperson said.

"Vaccination is the reason we are so close to getting back to enjoying everyday pleasures like having a meal out with family, or a coffee with friends."

The government also advised that a public information campaign across multiple platforms will inform customers about the importance of the vaccination requirement and how to use digital vaccination certificates.

This will also promote good behaviour and respect for workers.

More than 1.7 million Victorians have downloaded their COVID–19 digital certificate to the Service Victoria app – the simplest way to establish a person's double–vaccination status.

Individuals can also produce a printed version of their COVID–19 digital certificate or immunisation history statement, or provide evidence of a valid exemption.

The next milestone in the roadmap will be when Victoria hits the 80 per cent double dose vaccination target.
